We would like to inform that all the CAs have received following directives from CCA’s office (enclosed is a copy): The CAs must confirm that the DSC issuance process does not operate at any time in automatic approval mode. All the CAs must ensure that all supporting documents have been received along with the application form before commencing the issuance of a DSC. Which means, going forward, all the LRAs and LRAAs, need to send the scanned application form and supporting documents to us (we will soon inform you about the method of sending the documents). The issuance of certificate will take place, only after the verification by RA. Application form along with the supporting documents must be available for inspection at CA end within 15 days of issuance of DSC. Very soon we will send the process document, on how to send the original application form with supporting documents. CCA will depute Auditors to the CA sites to carry out random checks to ascertain that the above are followed. Any default will be dealt as per relevant provisions of the IT Act. This will lead to serious impact on our business. Any violation in this will force us to revoke the LRA or LRAA with immediately.
A Digital Signature Certificate (DSC) is a secure digital key that certifies the identity of the holder, issued by a Certifying Authority (CA). It typically contains your identity (name, email, country, APNIC account name and your public key). Digital Certificates use Public Key Infrastructure meaning data that has been digitally signed or encrypted by a private key can only be decrypted by its corresponding public key. A digital certificate is an electronic "credit card" that establishes your credentials when doing business or other transactions on the Web.

Role check for Indian companies is to be implemented in the MCA application. Role check can be performed only after the signatories have registered their Digital signature certificates (DSC) with MCA.
Once the role check is implemented, system shall verify whether the signature on the eform filed, is of signatory of the company.
Directors, Manager and Secretary of the Company and practicing professionals i.e. CA, CS & CWA should register/associate their DSC on MCA portal, if they have not registered/associated their DSC as a business user earlier.
On registration of your DSC, MCA system shall capture the details of your DSC against your DIN/ PAN, as the case may be. This information will be used to authenticate your digital signature for role check purpose.
Any eForm digitally signed by you for any Company being a director, manager, secretary or practicing professional, will not be accepted on the MCA portal once Role Check is implemented, as system will not recognize role associated with the digital signatures affixed on the eForm.
No, user registration is not a pre-condition for associating/registering the DSC through this facility on MCA portal. However, if you are a business user and had already registered/associated your DSC earlier, then you are not required to register/associate the same DSC through the Associate/Register DSC facility at www.mca.gov.in
